Solution:

When you added the outMail service to the cart and then proceed to the checkout service this will generate an Invoice to be paid.

The invoice will look similar to the one below

Click on the PayPal image titled "PayPal Check Out"

This will redirect you to the PayPal payment processing service on the PayPal secure website. If you have a PayPal account and wish to pay the invoice via PayPal then simply log in to PayPal and follow the on screen instructions.

However if you wish to pay the invoice on a Credit Card or Debit Card without needing a PayPal account then click on the option titled "Continue" in the "Use your credit or bank card" under the section labelled "Don't have a PayPal account?"

This will take you to a secure form on the PayPal payment processing site where you can enter your Debit/Credit Card details and pay the invoice.
